The Central Intelligence Agency, or CIA, is a U.S. government agency indirectly mentioned in Manhunt 2.

The agency makes a physical appearance in Rockstar North's Grand Theft Auto III.

Description[]

The agency is tasked with advancing national security through collecting and analyzing intelligence from around the world and conducting covert operations, and is focused on providing intelligence for the President of the United States.

Throughout the events of Manhunt 2, there are several mentions alluding to real-life CIA controversies.

Relation with The Project[]

It is first indirectly mentioned via the promotional website in a pre-recorded Dixmor studies session between Leo Kasper and Dr. Laura Whyte. During the session, giving background information on Leo Kasper prior to the game's release, it is revealed that Leo Kasper was a highly-skilled government agent who conducted several covert operations to assassinate targets considered threats to the United States for a government agency.[1] During the same conversation, it is indirectly revealed that said government agency is linked to The Project and its human experiments in some way.[2]

The relation between the CIA and The Project is further reinforced during the episode Ritual Cleansing, in which Leo Kasper breaks into the Cortex Storage, used by The Project to store files and data related to their experiments. Inside the storage, crates bearing The Project logo and marked with "Bluebird" and "MK Ultra" (both real-life CIA projects) can be found in several areas of the warehouse, along with other crates marked with "X-M1A1" (unknown meaning) and a Greenwood covered by an United States flag.

Furthermore, the early concept name for episode Most Wanted, involving an ambush by bounty hunters sent by The Project, is titled "CIA Trap". The name is still use as the file directory for the assets used in the episode. Many textures used for the Residential Zone seen in the episode use the CIA_ prefix, referring to the concept title of the episode.
