Central is a large residential and commercial district with a number of small businesses located in Carcer City during the events of Manhunt. Central appears to be much cleaner and wealthier than any of the other districts visited throughout the game. Despite this, it still contains several seedy establishments like a casino and peep show. It is featured in the levels Press Coverage and Wrong Side of the Tracks. There's a tunnel located in the neighborhood that connects it to Carcer Mark, but it is under repair as of the events of Manhunt due to a waterworks piping re-installation. The Reporter resides in this area. The Carcer City Police Department are the only hunters encountered in Central.
